That for and in consideration of the sum ofTen Dollars ($10.00) and other valuable considerations, the
receipt of which is hereby acknowledged and confessed, TOBE WEST AND CINDELL WEST, TRUSTEES OF
THE TOBE AND CINDELL WEST FAMILY TRUST, DATED NOVEMBER 20,1996, hereinafter called
the grantor, hereby grants to THE TRANSPORTATION COMMISSION OF WYOMING, 5300 Bishop Blvd.,
Cheyenne, WY 82009-3340, its assigns or successors herein called the grantee, the right of access over, across and
upon the following described lands located in the County of Lincoln and State of Wyoming, to-wit:

All that portion of the NEY4SEY4 and SEY4NEY4 of Section 13, T.33N., R.119W. of the 6th P.M., Wyoming,
lying between parallel right-of-way lines 20 feet apart, being 10 feet on each side when measured at right angles or
radially to the following described centerline of the presently existing road, a portion thereof described in access
easement recorded in Book 495PR at Pages 882 and 883 of the Lincoln County Records, said parallel right-of-way
lines begin on the presently existing easterly right-of-way boundary ofV.S. Highway No. 89 and end on the north
boundary of said SEY4NEY4: "Beginning on the easterly right-of-way boundary of Highway U.S. 89 at a point which
is located S 65°40'30" W a distance of 878 feet from the East Quarter-Section Corner of Section 13; and running

THENCE N 05°43'50" W a distance of 44.8 feet;
THENCE N 11°19'20" W a distance of 45.4 feet;
THENCE N 19°32'00" Wa distance of293.1 feet;
THENCE along a tangent curve to the left, with a radius of 150.6 feet, through a central angle of39°57'10",
an arc distance of 105.0 feet;
THENCE N 59°29'10" W a distance of 146.4 feet;
THENCE N 31°29'50" W a distance of 81.0 feet;
THENCE N 04 ° 45'20" W a distance of 80.5 feet;
THENCE along a tangent curve to the right, with a radius of 46.7 feet, through a central angle of 109°03'30",

THENCE along a tangent curve to the left, with a radius of 101.2 feet, through a central angle of 77°09'30",

495PR at Pages 882 and 883 NOlo 47' E a distance of 67 feet; THENCE N 32°09' W a distance of 63 feet; THENCE
N 45°28' W a distance of 316 feet, more or less, to a point on the north boundary of said SEY4NEY4 from which the
northeast corner of said Section 13 bears N 38°28' E a distance of 1696 feet, more or less.

The above described parcel of land contains 1.15 acres, more or less.
Grantor grants the right of ingress and egress over, across and upon said land. The grant herein contained is
an easement and shall be perpetual so long as said land is used for the aforementioned purposes.
