To all Sundry by these Presents:
BEFORE ME, the undersigned authority, a Notary Public in and for the State of Wyoming, personally came and
appeared, Affiant, Ed Lesoon a private administrative agent for a Wyoming national, Joyce Cox, being upon oath
administered by me, and having personal knowledge of the facts to the instrument attached and incorporated hereto,
affinns the following to be true, correct, and certain under penalty of perjury in accordance with tl~e laws of the State
of Wyoming and ofthe United States of America for the purpose of this instrument that:
1. Affiant states that Joyce Cox, who, pursuant to law, on the date of November 19, 2008 exercised her
natural right, as sustained by the law of nations, by giving fonnal notice to the government of the
United States of America to fonnally cancel ab initio her nationality de facto that was induced by or
presumed under the 14th Amendment to the United States Constitution; and,
2. Affiant further states that pursuant to applicable doctrines and maxims of law, which includes
constructive contracts and formal protests and grievances, the aforesaid right of execution has been
fonnally recognized by the United States government and the government of Wyoming on the date of
January 26, 2009, for matter of constructive notice and public record; and,
3. Affiant further states that said national has hereby fonnally established her sole nationality and
political allegiance de jure to the republic of Wyoming; and wherefore pursuant to legal process said
national has maintained a rightful national status since birth and accordingly was never a citizen or
national of the United States.

Greetings Served Party: You are hereby obligated to address the herein statements and claims:
PART I. Purpose of this Instrument
The purpose of this Instrument is to set forth the particulars in the status rectification of the Declarant, Joyce
Cox, and its purpose. All such matters of which have been determined or established in this administrative
process to be verified by Agent/Deponent, Ed Lesoon. Particulars involved herein: A) The facts and authorities
of such rectification, which includes: I) Issues of constitutional law; ii) Issues of law under the premises of the
law of nations; and accordingly, iii) Legislation established pursuant to (I) and (ii); B) The record of the service
of process on all Served Parties and their performance or lack thereof; C)A private administrative determination
based on such facts and law.
The failure to address the issues will be deemed an agreement to all issues that are herein addressed and/or an
act of dishonor in regard to acts of good faith in manner of due process in exhausting administrative remedies.
Moreover, note that this Instrument further serves as a constructive contract pursuant to, but not limited to, due
process, and may serve as evidence for any forthcoming judicial or administrative proceeding.
PART II. Notice of Administrative Procedure and Caveat
The Declarant is required to exhaust his administrative remedies before he may bring a judicial action for
remedy and/or relief pursuant to applicable law, if such is warranted by the conclusion of this administrative
process, which is pursuant to a constructive contract in pais in regard to all Served Parties.
The Served Party/Respondent(s) are to take notice that this served instrument is fundamentally a contract that is
established under the premise of law or international law; accordingly, the failure of any such Party to properly
respond will be readily deemed acquiescence of said party; hence, tacit admission to the herein matters
addressed will be held to be true, correct and factual (qui tacet consentire videtur); whereas, as an operation of
law, the response(s), or assent(s), in the absence of a response will provide the Declarant a means to predicate
the definitive cancellation of the de facto nationality ab initio and all its undisclosed ramifications, hence
severing all affiliations of said status in relation to the Declarant ab initio.
As with any administrative process, the Served Party/Respondent(s) may properly respond to the statements,
points and claims to the matters herein by executing and presenting a verified point by point response, with
relevant evidence in support of his or her position; or, the Served Party/Respondent(s) may acquiesce to all
statements, points and claims by remaining silent. However, in the event the Served Party-Respondent(s)
acquiesces and does not properly respond, all issues are deemed settled and said Party(ies) may not argue,
controvert, or otherwise protest the fmality of the administrative fmdings herein in any subsequent process,
administrative or judicial; accordingly, an overt failure to timely controvert and properly respond may result in
applicable estoppels and laches, and in consequence, the Declarant may likely prevail in subsequent adjudication
on all such matters addressed herein and enjoy collection of injuries sustained.
PART III. Definitions of Terms Utilized in this Instrument
1. The term "Constitutionfor the United States of America" means the United States Constitution, as adopted
in the year of 1787 A.D., and its first Ten Articles in amendment and subsequent amendments 11th, 12th
and original 13th Amendment, which was not repealed pursuant to law. An extension of the charter that was
issued by "the people" of each nation in the Union (see Part III, par. 3).
