SPECIAL POWER OF ATTORNEY

That Chevron Mining Inc. (the "Company hereby makes, constitutes and appoints
James A. Tarazoff, the Company's Manager of Land, as Attorney -in -Fact of the Company and
empowers him in such capacity as agent for the Company to execute for and on behalf of the
Company (without the necessity of affixing the corporate seal) all documents, instruments and
agreements requiring execution in the name of the Company, but only to the extent that such
documents, instruments and agreements pertain or relate in any way to the land functions or
aspects of the Company's business, activities or operations; provided, however, no authority is
conferred by this appointment and Special Power of Attorney for the execution of any of the
following:
1. documents, instruments or agreements for a transaction or matter whose consideration
exceeds $500,000;
2. documents, instruments or promissory notes in support of any borrowings;
3. documents or agreements establishing bank accounts in the name of CMI, or
withdrawing of funds or closing of any bank accounts of CMI.
The Attorney -in -Fact is hereby empowered and authorized to execute, acknowledge and
deliver all such documents, instruments and agreements as fully as if special authority were
granted in each particular instance.
This appointment and Special Power of Attorney shall be effective as of January 1, 2010
and shall expire on December 31, 2010.
