ASSESSMENT 000621
WHEREAS, on October 26, 1983, Improvement District 1983 -1 was formed by the City of
Kemmerer. The purpose of said improvement district was to make improvements to the street, curb
and gutter, sidewalk and storm drainage within the improvement district. A special assessment was
levied upon the property within the improvement district for said improvements with said special
assessment to be collected as provided by applicable law by the City of Kemmerer of 220 Wyoming
Highway 233, Kemmerer, WY 83101. On October 18, 1989, a special assessment lien statement of
the City of Kemmerer was completed by Mayor Marta Gunter and recorded in the Office of the
Lincoln County Clerk, Kemmerer, Wyoming on October 20, 1989 as Instrument #709385 in Book
279PR at Page 181. On October 18, 1989 and continuing thereafter through the date of this sale,
Max C. and Toni R. Braegger were the owner of record and that special assessment lien remained
in place on the real property described as follows:
All of Lot Number 10 and the West 1 /2 of Lot Number 11, Block Number 7, Willow
Addition to the City of Kemmerer, Lincoln County, Wyoming
Together with all singular the improvements or thereunto appertaining, (the
Property).
Purported Common Address: 214 Beryl, Kemmerer, WY 83101
WHEREAS, payment on the assessment or any installment thereof including the payment
of the assessment, interest and penalties thereon is delinquent on the assessment secured by said lien,
and the City having passed an ordinance providing for the full power of sale as allowed by the statute
and provided by law, and no suit or proceeding has been instituted at law to recover the debt
remaining secured by the lien or any part thereof; and
WHEREAS, notice as required by law has been given and published of the sale of said
premises by being published for three (3) consecutive weeks prior to January 29, 2008, in the Little
Chicago Review, a newspaper of general circulation printed and published at the City of Kemmerer
in Lincoln County, Wyoming, and that said Amended Notice of Sale specified:
1. All property upon which assessments are delinquent with the amount of the
assessments together with interest, penalties, and costs of the sale to the date of sale,
if any;
2. The names of the owners of the property or "unknown owners" as they appear on the
assessment rolls;
3. A legal description and street address of the property upon which the assessments
were levied; and
4. The time and place of sale.
WHEREAS, the sale was held at public vendue in accordance with said Amended Notice of
Sale and at the time and place therein set forth, to -wit: On January 29, 2008, at 10:00 o'clock a.m.,
at the front door of the Kemmerer City Hall at 220 Wyoming Highway 233, Kemmerer, Lincoln
County, Wyoming, the sale being made by the undersigned; and
WHEREAS, at the sale, the City of Kemmerer purchased the real estate above described for
the sum of forty -five thousand five hundred twenty -six dollars and fifty -seven cents ($45,526.57);
and
WHEREAS, by virtue of the sale, the purchase and the payment (amount of bid since
purchased by City of Kemmerer) of the money as aforesaid by Purchaser, and by virtue of the
authority vested in the Treasurer of the City of Kemmerer, Glenda R. Young gave and granted the
Certificate of Sale to the City of Kemmerer further certifying that at the time of the expiration of the
period of redemption of two (2) years from the date of that sale as provided by law, by virtue of the
sale, provided only that the real estate is not redeemed prior to that time, the Treasurer will give and

grant unto the Purchaser or its assignee, a deed conveying all of the title in and to the premises of
all therefore, held by the assessed owner and lien holder at the time of the recordation of the lien, or
at any time since acquired; and
WHEREAS, that Certificate of Sale was recorded in the Office of the Lincoln County Clerk,
Kemmerer, Wyoming on January 29, 2008 as Instrument #936599 in Book 685 at Pages 260 and
261; and
WHEREAS, the City of Kemmerer continues to be the holder of that Certificate of Sale not
having assigned it to any other person or entity; and
WHEREAS, the owners of said property were given notice pursuant to 15 -6 -418 (a) as is
evidenced by the notices and returns which are attached to this deed and made part hereof by this
reference as Exhibits A and B; and
WHEREAS, no redemption has been made of the property within the time allowed by law.
NOW, THEREFORE, know all men by this deed that I, Glenda R. Young, the undersigned
Treasurer for the City of Kemmerer, State of Wyoming, in consideration of the premises, have
granted and sold and do hereby convey to the City of Kemmerer of 220 Wyoming Highway 233,
Kemmerer, Wyoming, the following described real property, to have and to hold the described
premises with all appurtenances to the said City of Kemmerer forever:
All of Lot Number 10 and the West Y2 of Lot Number 11, Block Number 7, Willow
Addition to the City of Kemmerer, Lincoln County, Wyoming
Together with all singular the improvements or thereunto appertaining, (the
Property).

This notice is given pursuant to 15 -6 -418 W.S. On January 29, 2008 property that you
owned was foreclosed upon for the delinquency to make special assessment payments. That was the
real property described as follows:
All of Lot Number 10 and the West 1 /2 of Lot Number 11, Block Number 7, Willow
Addition to the City of Kemmerer, Lincoln County, Wyoming.
Together with all singular the improvements or thereunto appertaining, (the
Property).
Purported Common Address: 214 Beryl, Kemmerer, WY 83101
At that sale on January 29, 2008 the City of Kemmerer purchased the real estate described
above for the sum of forty -five thousand five hundred twenty -six dollars and fifty -seven cents
($45,526.57). As a result of said purchase the City of Kemmerer received a Certificate of Sale that
was recorded in the Office of the Lincoln County Clerk on January 29, 2008 as Receiving #936599
in Book 685 at Pages 260 and 261.
The City of Kemmerer continues to be the holder of that Certificate of Sale and is hereby
giving you, an owner of the property described above, notice that the City of Kemmerer holds the
Certificate of Sale and will demand a deed therefore if you have not paid to the Treasurer for the City
of Kemmerer the amount for which the property was sold together with interest at the rate of twelve
percent (12 per year, together with all taxes and special assessments, interest, penalties, costs, and
other charges thereon paid by the City of Kemmerer at or since the sale, with like interest thereon.
By law you are obligated to pay that sum in two (2) years from the date of the sale. Failure
to make that payment will result in the issuance of a deed to the City of Kemmerer within sixty (60)
days after the date of service of this notice.
