Davis PROPERTY PIN #:3219-213-00-255 ZONING:Rural PROPOSAL:A Major Subdivision Preliminary Plat application proposal to subdivide 240 +/- acres into thirty six (36) residential lots ranging in size from 3.25 to 13.37 acres. The average lot size will be 6.5 +/- acres in the Rural Zone at a density of .334 units per acre. The lots will share private subdivision roads off of State HWY 238 west of Afton. Each lot will have individual wells and individual septic systems. The vacant site is surrounded by agricultural uses with the exception of a residential home to the north. Two subdivision entrances are shown on the sketch as required since the proposed subdivision will exceed 15 lots. If WYDOT does not grant two access points from the state highway, the developer has the option of either sprinkling the residences or limiting the development by prohibiting guest homes. The Applicant is proposing a 24 foot wide travel way, a design speed of 20 MPH, a looped road and turnout with a 40 foot radius to accommodate a fire truck pull out and turnaround. With regard to the proposed road design, there is a section where the grades are over 8%. The minimum curve radius is recommended to be 250 feet. The applicant has been asked to provide a cross section of the typical detail for the road. According to the Land Use Regulations, road grades shall not exceed 6% for 500 feet on either end of the section curves with a horizontal radius of less than 600 feet. This helps for the curves to be flatten. The proposed design does not meet the Regulations and would require a variance. The extensive grade changes on the site presents challenges for drainage. The site itself slopes from elevations of 6135 to the east to 6450 to the west with multiple areas with grades of 30% or 102 MA 23 PZC - SKETCH PLAN 1 more generally draining east toward the Crow Creek Canal which traverses the eastern portion of the site.
