HomeMy WebLinkAboutSketch Plan Staff Report - Vista Hills II.docx (1)Office of Planning and Development Lincoln County,Wyoming SKETCH PLAN STAFF REPORT No motion to be made by Planning and Zoning Commission for Sketch Plan Review PROJECT TYPE:Major Subdivision PROJECT NAME:Vista Hills II APPLICANTS:Bret Findlay and Richard Zachary Clyde PLANNER:Emmett Mavy PROPERTY PIN #:3519-351-00-180 ZONING:Rural TOTAL ACRES:Approximately 62.75 #OF UNITS:12 DENSITY:.19 units/acre PROPOSAL:A Major Subdivision Preliminary Plat application proposal to subdivide 62.75+/- acres into twelve residential lots ranging in size from 4.14 to 6.26 acres.The average lot size will be 5.23 +/-acres in the Rural Zone at a density of .19 units per acre.The lots will have access from County Road 116 and share a private subdivision road.Each lot will have individual wells and individual septic systems. The vacant site is surrounded by agricultural/residential uses.There are two lots in the southern center that were subdivided earlier as a Simple and is called Vista Hills. The site is close to other development proposals coming before the Planning and Zoning Commission including Etna Ranch,Trespass Ranch,Mountain Valley Estates and Alpenglow Hills (see Vicinity Map).The site is roughly 1.25 miles west of Star Valley Ranch. Density Allowed by the Land Use Regulations:Yes Chapter 23 Water Study Risk Assessment Needed:Yes Chapter 23 Sewer Study Risk Assessment Needed:Yes LOT CONFIGURATION: The layout of the proposed subdivision provides for access to all sides of potential buildings without requiring movement across neighboring lots and should meet regulatory requirements regarding building setback from the property lines of each lot. Figure 1 Location Map ACCESS ROADS and SUBDIVISION ROADS Prater County Road No.12-116 and Dick Casull Loop will provide access to the site.The applicant will use the existing 60 foot right-of-way at Dick Casull Loop to provide access to all lots with 60-foot-wide cul-de-sacs at Lots 4,14,13,12,6,7 and 8. PHYSICAL CHALLENGES:There are no physical challenges on the site. DRINKING WATER SOURCE:Wells WASTEWATER TYPE:Septic COMMUNITY PLAN AREA:Thayne.No limitations on this use. Figure 2 Sketch Plan TOPOGRAPHY &SLOPE:The property slopes east to west with elevation at 5,980 in the east and 5,880 to the west over a span of roughly 3,269 feet. MAXIMUM ROAD GRADES:0-3% BORDERING PUBLIC LAND:NO INSIDE 100 YR FLOOD PLAIN:No INSIDE WETLANDS:No STREAM ON PROPERTY:East Side Canal runs north-south through the western side of the property but doesn't appear to potentially constrain the development of Lots 13 and 14.
