PROPOSAL: A Simple Subdivision Application to subdivide 19.7 +/- acres into 2 lots with one lot of 4.0 +/- acres and the other lot of 15.7 +/- acres with an average lot size of 9.85 +/- acres in the Mixed
Zone. The project site is accessed off of Connormans Way via US Highway 89. The lots will be served by individual wells and individual septic systems meeting current state and county standards. LOCATION: Located 2.7 miles northwest of the Town of Star Valley Ranch, Wyoming in T35N, R119W, Section 2.

FINDING OF DENIAL:
A. The proposed subdivision is not consistent with the goals and objectives of the Lincoln County
Comprehensive Plan. 1. Lincoln County Comprehensive Plan Appendix 6. B. US 89 Corridor Study states that “In order to maintain the existing levels of mobility and safety on this highway, it will be
important to restrict the granting of new accesses. Success will require cooperation and
coordination between WYDOT and Lincoln County in the area of access management”. 2. As per the WYDOT Access Manual it recommends an offset for frontage roads a minimum of 330’ and a maximum of 660’. This recommendation should be considered when allowing additional lots in the Mixed Zone.
AGENCY CORRESPONDENCE: Lincoln County Weed & Pest Control District: Noted that due to the snow during this time of year, we are unable to inspect the property. The subdivision representative will need to contact Lincoln
County Weed and Pest in the spring of 2024. At that time, we will review a map of the proposed
subdivision as well as schedule an appointment to go onsite to evaluate the noxious weeds in the area.
The purpose of this visit is to ensure that a weed management plan be in place on the above mentioned property. Lincoln County Weed and Pest furnishes herbicides for noxious weed control at a 40% cost share discount to the landowner. We also offer ATV sprayers and 25-gallon pickup sprayers for rent.
Star Valley Conservation District: Noted that due to a large variation of groundwater levels in this
section, SVCD recommends soil cuts to determine groundwater levels. If ground water is high, we recommend an enhanced septic system and no basements. We recommend that soil cuts be taken in the spring/early summer when groundwater is highest. If soil cuts are done at other times know that static
water level can fluctuate according to the amount of high-water runoff from year to year.
Lincoln County Engineering Department: The proposed subdivision is located in the Mixed-Use Zone. As per the WYDOT Access Manual it recommends an offset for frontage roads a minimum of 330’ and a maximum of 660’. This recommendation should be considered when allowing additional lots in
the Mixed-Use.
The new subdivision road is recommended to have an offset from US HWY 89 at a minimum 330’. Conservatively the offset should be measured between paved edge to paved edge.
Access management attempt to balance the competing needs of providing access to land while
preserving safe and efficient traffic flow on US HWY 89. As per the Lincoln County Comprehensive
Plan, “In order to maintain the existing levels of mobility and safety on this highway, it will be important to restrict the granting of new accesses. Success will require cooperation and coordination between WYDOT and Lincoln County in the area of access management” (Appendix 6)

Wyoming Department of Transportation: WYDOT has no objections for the proposed simple subdivision. The County should consider advising the applicant to perform an autoturn analysis on the
proposed 60' access easement; with the creation of two closely spaced intersections (US 89 and
Connormans crossroad, respectively). The offset from the mainline highway should be investigated and
determined to ensure the turning paths are adequate to minimize off-tracking (facilitate 'U-turns'), minimize left-turn conflicts with other vehicles entering/exiting the site(s), and to avoid the blockage of the proposed access road.

STAR VALLEY CONSERVATION DISTRICT Board of Supervisors has reviewed the proposed
Guslander, Inc, simple subdivision north of Etna, Wyoming.
Due to a large variation of groundwater levels in this section, SVCD recommends soil cuts to
determine groundwater levels. If ground water is high, we recommend an enhanced septic system
and no basements. We recommend that soil cuts be taken in the spring/early summer when
groundwater is highest. If soil cuts are done at other times know that static water level can fluctuate
according to the amount of high-water runoff from year to year.
Plat Recommendations:
Due to the slow water movement and seepage, SVCD recommends enhanced septic systems.
This report satisfies the Conservation District Review as required by Wyoming State Statute 18-
5-306. No other use is intended or implied. If there is any more information we can provide for
