I apologize for having to back out of our meeting today as I am very ill.
As your project is currently tabled I at least wanted to see if you had an
openness to some changes as well as a couple of requirements not previously
completed.
While we are open to suggestions as conditions of approval, we feel it is vital that we
make no official changes to our application that has taken two years to get to this
point. With the court ordering this project be voted on, we do not feel it prudent to
modify our official application. With that said, we have also reviewed almost every
storage unit permit issued for the last 20 years and feel our application met the Land
Use Regulation standards used by the County up to our application date.
As a sign of good faith we elaborated in the last BCC meeting on details on how we
plan on operating and building the project even though these details are not required
by the LUR's. As another sign of good faith we have elaborated on the 4 questions
you posed to us. We are not inflexible in any way, we just want to be treated as
everyone who has permitted a storage unit facility in the past, and not made to meet
arbitrary requirements.
1)Are you willing to do an egress onto Lost Creek Road?
The site layout for this project already has three separate entrances for safety and
traffic flow, with an estimated traffic flow equal to an one average single family
property, we feel this is beyond sufficient. If the commissioners felt it necessary for us
to add a 4th egress we would want it to be a 12 foot emergency exit along the west
property line that extends north to the Lost Creek easement.
2) Recognizing this is an active agricultural area, would you be willing to limit the
number of containers?
Our property no longer borders any Agricultural lands. We are now bordered on the
east, west, and north by subdivisions with lots designated as commercial /
residential use. The property to the south is also a mixed use and rural lot allowing
commercial and residential use and is not being used in agriculture. The lands
bordering us are also no longer taxed as agriculture.
As far as numbers, If we didn't need to add a 4th egress to the lost creek easement
we would be flexible in keeping the 12 containers in the cul-de-sac for personal use
and not renting them out to the public. This would keep the storage area more
contained to the southern end of the property.
3)As these are commercial containers we will be submitting this to the Wyoming
State Fire Marshal for consideration.
We understand the State's jurisdiction for fire safety and plan review as required as a
condition of approval and will work with the fire marshal as is traditionally done.
4)You will need to submit a licensed engineers drawing of the foundations for your
project in accordance with the International Building Codes.
We understand the State's jurisdiction for fire safety and plan review will require
engineered plans that meet IBC codes. For transparency we have attached the
engineered foundation system we will be using for these containers to this email.
This system puts a 36' wide footer under each corner and has a bearing capacity of
35,336 lbs on each corner.

Traffic Generation
According to several national surveys conducted in the last few years by the Self
Storage Association, a self storage facility on average generates less than
seven car trips per day per 100 units.
That would put average daily trips at 11.5 for the entire facility at full build out.
Which is the equivalent to what the county uses for an average residential lot.
Visibility
This project will be tucked away behind another larger storage unit facility. This
is an ideal location given the public has expressed the desire for these uses to
not be front and center on main view corridors.
THE NEED:
●The Local Vacancy Rate for the last 10 years between 0-2%
●The National Vacancy Rate is around 18%.
●SVR RV Park Approved for 1385 lots (950 existing) with maximum one 10’x12’ shed for storage
●SVR Town ~2,000 small lots with strict storage CC&R's and do NOT allow containers.
●Teton County Residents occupying large percentages of Alpine & Etna Storage Units.
●Most vacancies are the tiny 5x10 units not functional for most needs.
