PROPOSAL: A Major Subdivision proposal to subdivide 62.80 +/- acres into twelve residential lots
with an average lot size of 5.20 +/- acres in the Rural Zone. The lots will share a private subdivision
road, Dick Casull Loop, off of County Road 116. The developer has completed the requirements of the
Development Agreement with Lincoln County, including the installation of roadways, submittal of a
Water Distribution Plan to the State Engineers Office, a Weed Management Plan with Weed & Pest, and
the installation of electrical power and communication lines to each lot.
LOCATION: Located 1 mile north of the Town of Star Valley Ranch, Wyoming in T35N, R119W,
Section 35.

PLANNING STAFF RECOMMENDATION:
Planning Staff recommends that the Board of County Commissioners APPROVE File # 110 MA
23 Vista Hills Estates Second Filing, with:

FINDINGS OF APPROVAL:
A. The proposed subdivision, with conditions, is consistent with the provisions W.S. 18-5-301
through W.S. 18-5-315.
B. The proposed subdivision is consistent with goals and objectives of the Lincoln County
Comprehensive Plan, including Section IV Land Use Objective 1. Create Land Use
Regulations that promote the responsible and orderly development of Lincoln County.
C. The proposed subdivision, with conditions, is consistent with the standards and procedures of
these Lincoln County Land Use Regulations, including:
a. Residential Density Standards; Chapter 6 Table: 6.1 for Major Subdivisions in the
Rural Zone.
D. The proposal is consistent with the terms and conditions of the Development Agreement for
Vista Hills Estates Second Filing including road and utility improvements.
