The proposed subdivision is consistent with the goals and objectives of the Lincoln County Comprehensive Plan. B. The proposed subdivision is consistent with the standards and procedures of the Lincoln County Land Use Regulations. C. The proposed subdivision is consistent with the provisions W.S. 18-5-301 through W.S. 18-5-315. BACKGROUND: The proposed lot is currently a Fossil Quary, and will operate as a Fossil Quarry following the subdivision with the Land Use on the plat as Commercial. AGENCY CORRESPONDENCE: Lincoln County Weed & Pest Control District: I inspected this property and found Musk Thistle and Black Henbane on the property. Both of these species are invasive and need to be treated using an herbicide like Latigo at 1 pint to the acre or a tank mix of 24D and Escort. Lincoln Conservation District: There is only one soil map unit number within your proposed subdivision. Map unit symbol 6310 is a Bluemod-Figuore complex, 8 to 35 percent slopes. There is a lot of soils information on this soil unit and how to manage it. DeMont has tried to cover the more relevant soils limitations for the soil involved. Since this is a quarry subdivision rather than a traditional housing subdivision, it is difficult to know exactly what information will be useful to you in your development options. Unpaved local roads and streets in soil unit 6310 are rated very limited due to slope, frost action, and dustiness. Shallow excavations for soil unit 6310 are rated very limited due to slope, depth to soft bedrock, dustiness, and unstable excavation walls. The soil taxonomy classification for soil unit 6310 is fine-loamy, mixed superactive, frigid, Aridic Haplustalfs. The rangeland tillage for re-seeding purposes rating for soil unit 6310 are poorly suited due to slope, content of rock fragments, and soil depth. Re-seeding efforts will likely require broadcast seeding and spike tooth harrowing or raking seed into the soil on steep slopes. The suitable and limitations ratings are both verb and numerical in the attached Custom Soil Report. Rating class terms indicate the extent to which soils are limited by all the soil features that affect specified use. The limitation ratings very from "Not limited" to "Somewhat Limited" to "Very Limited". The "Very Limited" ratings generally cannot be overcome without major soil reclamation, special design, or expensive installation procedures. Poor performance and high maintenance can be expected when installing infrastructure projects without special designs. Refer to the attached NRCS report for details. It is important that the aesthetic and scenic values of the proposed subdivision are maintained due to the location of the proposed subdivision near Fossil Butte National Monument. Care needs to be taken to 405 SS 24 BCC blend the quarry as much as possible into the surrounding viewshed, especially when the quarry is shutdown. LCD board members point out the need that removed surface topsoil be stock piled and temporarily reseeded for later use. It is critical that the quarry be re-shaped, top soiled, and range seeded after retirement. This will prevent wind and surface water erosion in the future. Weed control for the quarry lot is a necessity throughout the life of the quarry. Noxious weed control is a serious concern on the quarry lot, federal, state, and surrounding private lands. The Lincoln County Weed and Pest District has written a report to address noxious weed issues which is attached to this letter. All disturbed sites within the quarry need to be re-seeded to avoid noxious weed problems when fossil quarrying is completed. Contact the LCD Field Office or Lincoln County Extension Office for assistance with re-seeding recommendations if desired. The LCD board members would like to point out that the proposed subdivision borders agriculture operations and wildlife habitat. Some nuisances may occur due to livestock and wildlife issues. It will be important for the new subdivision owners to maintain or erect new fences around the quarry for safety purposes to keep unauthorized people, livestock, or wildlife etc. from entering into the quarry. The LCD board members recommend that you take the time to study the attached NRCS soil report for more detailed information.
