Locations: Video Conference between the following locations: Lincoln County Courthouse, Commissioner Boardroom, 925 Sage Avenue 3rd Floor, Kemmerer, WY & Afton Planning & Development Office, Conference Room, 61 East 5th Avenue, Afton, WY I. CALL TO ORDER Karen Anderson called the meeting to order at 6:01 pm. II. INTRODUCTION OF PZC MEMBERS Planning Commission Members: Karen Anderson, Chair Chad Jensen, Vice Chair Kevin Kilroy David Oates George Collins Lincoln County Staff: Ken Kuluski, Planning Director Elizabeth Williams, Planner II Mikayla Hibbert, Planner I Katie Gipson, Planner I Amy Butler, County Engineer III. ADOPTION OF AGENDA Chad Jensen motioned to adopt the agenda as presented. David Oates seconded the motion. Motion carried. IV. APPROVAL OF MINUTES Chad Jensen motioned to approve the minutes from the February 18, 2025 Planning and Zoning Commission Meeting. Kevin Kilroy seconded the motion. Motion carried 5-0. David Oates motioned to approve the minutes from the March 19, 2025 Planning and Zoning Commission Meeting. Kevin Kilroy seconded the motion. Motion carried 5-0. V. DEVELOPMENT REPORT Katie Gipson presented the Development Report for approved permits from February 24, 2025 to March 23, 2025. Discussion followed regarding RVs used as residences. VI. PUBLIC HEARINGS (None.) XII. SKETCH PLANS (None.) XIII. OTHER PLANNING MATTERS A. Workshop for Land Use Regulations Amendment, File # 602 PZ 25 Page 2 of 3 A Proposed Amendment to the Lincoln County Land Use Regulations to modify Road Standards in Chapter 6.16-6.19, 6.11.D.3. and Chapter 7.1, which will address recent development issues and promote safer road design. Proposal A. Modify language in Chapter 6.16 Road Standards Proposal B. Replace Standard Grading Sections Chapter 6.16, Pages 20-21 with Typical Section drawing Proposal C. Add Cul-de-Sac drawing to follow Typical Section drawing in 6.16 Proposal D. Modify language in Chapter 6.17 General Road Design Requirements Proposal E. Amend language and Road Type Table in 6.18 Subdivision Road Design Specifications Proposal F. Add definitions to Chapter 7.1 Proposal G. Change “Office of Planning & Engineering” to “Office of Planning & Development” throughout the Lincoln County Land Use Regulations Proposal H. Modify Lot Design Specifications, layout to clarify flag lot limitations Proposal A. Discussion included the wording “may” under 6.16.B. Amy Butler discussed previous changes that were made to the Land Use Regulations. Concerns were raised with the maintenance of existing roads within Lincoln County. Proposal B. Discussion regarding roadway width, travel way and shoulder requirements. Proposal C. There were no concerns raised. Proposal D. Discussion followed regarding cul-de-sac length and loop roads. Discussion on variations of the title of a Wyoming licensed Professional Engineer. Proposal E. Discussion on average daily traffic (ADT). Concerns were raised with mountain terrain and potential issues this change could cause for developers. Discussion on grade up to 8% and above 8%. Discussion on horizontal curve radiuses. Discussion on bridge height requirements and recreation use of the river. Discussion on utilities being relocated. Proposal F. Discussion on the proposed definition of a Loop Road. Proposal G. There were no concerns raised. Proposal H. Discussion on flag lots. B. Ken Kuluski discussed upcoming Land Use Regulation changes. Discussion on septic systems and the no dig policy followed. Discussion on North Sprague Creek Drive followed. Discussion on WYOPASS followed. Discussion followed regarding the May Planning and Zoning Commission meeting Agenda. Discussion on a dark night sky presentation. Discussion on Connectivity. ADJOURNMENT Kevin Kilroy motioned to adjourn the meeting. George Collins seconded the motion. Motion carried 5-0.
