PROPOSAL: A request for the Board of County Commissioners to approve a notice to cease and desist operation of a commercial business without proper review and permitting.
LOCATION: Located T36N R119W Section 15 approximately 3.5 miles south of the Town of Alpine

PLANNING STAFF RECOMMENDATION: Planning Staff recommends that the Board of County Commissioners APPROVE a cease-and-desist notice to be issued for High Country Solutions commercial operations until State Fire Marshal review and Lincoln County permitting are complete. Background 1. Original application was submitted to the Planning office (residence with shop) 2/7/24. Skeeter Aimone was notified by Planning Staff that if commercial use is desired, he would need a Zoning and
Development Permit as well as WYDOT commercial access via email on 2/26/24. 2. High Country Solutions obtained a residential use permit number 110 RUS 24 on 3/28/24 for the construction of a 4500 s.f. shop and a 450 s.f. residence. 3. WYDOT approved residential access from Highway 89 for Lot 1 Alpine Valley View. 4. Sign Pros (Idaho) requests a commercial sign permit on behalf of High Country Solutions 12/4/24
This request creates a notice of violation to be sent and the sign installation to be halted.

5. During a violation phone conference held with Surveyor Scherbel’s office (12/11/24) the need for an approved Zoning and Development permit and an approved sign permit are needed to move forward. 6. Surveyor Scherbel submitted a Zoning and Development Permit (12/30/24) application for a commercial warehouse and shop to store building supplies, repairs and cleaning of service vehicles, with a separate apartment within shop (450s.f.): office space for applicants use. Chapter 7 of Lincoln County Land Use Regulations identify these activities as Light Manufacturing (warehousing) and require a
rezone of the property and WYDOT commercial access.
7. High Country Solutions received a violation letter on April 22, 2025 for the fugitive light, this violation has been resolved.
8. Scherbel’s office with Sunrise Engineering has appealed to the State Transportation Board WDOT
district 3’s access decision on High Country Solutions behalf and a hearing is set for October in Cheyenne. Shared driveway access from Corral Lane to Lot 1 is not developed at this time. 9. In response to a public complaint about possible unsafe conditions the planning office reached out to
Mike Vogt, Alpine Fire District Chief and Nick Hudson, State Fire Marshal, about the property. Mike Vogt Response August 26, 2025- Good morning. I have responded to that location twice with illegal burning. They were notified prior to the second response. I was concerned about the explosive potential from the stacks of empty drums. They told me they were to receive a semi shipment of the two
flammable products. I contacted the State plan reviewer and he had not received commercial plans to be
approved. He requested that I contact the State inspector and have him take a look. I sent him all
the information yesterday. I have not received a reply yet. I am concerned about the storage and quantity especially with living quarters. Thanks
