PROPOSAL: File # 603 PZ 25 is a Proposed Amendment to the Lincoln County Land Use Regulations to add operation manuals and tank leek testing that will address health safety and welfare concerns involving installation and
maintenance of onsite wastewater systems throughout Lincoln County. Proposal A. Modify language in Chapter 2 Section 5 Subsection C Small Wastewater Facility permit. BACKGROUND:
To enhance health, safety and welfare Lincoln County wishes to implement the following additional testing and operational/ maintenance requirements to the Lincoln County Land Use Regulations.

FINDINGS OF APPROVAL:
A. The proposal is consistent with the provisions of W.S. 18-5-202 (b) for the adoption and amendment to a comprehensive plan, including zoning. B. The proposal is consistent with the goals and objectives of the Lincoln County Comprehensive
Plan Goals and Objectives IV Land Use, specifically:
Goals: C. Reduce the impacts new development has on county and community services. Objectives: 1. Create Land Use Regulations that promote responsible and orderly development of Lincoln County. C. The proposal is consistent with the procedures outlined in Lincoln County Land Use Regulations
Chapter One for the adoption of amendments, specifically regarding the noticing of plan
amendment and rezone proposals. PROPOSAL A:
PROPOSED CHANGES ARE UNDERLINED AND RED, DELETED TEXT IS STRUCK OUT. This will be added directly following Chapter 2.5 OTHER TYPES OF PERMITS, C Small Wastewater Facility permit.
1.A Small Wastewater facilities permit to Construct shall be required for all wastewater treatment facilities as outline in Lincoln County Regulations for a Permit to Construct, Install or Modify Small Wastewater Faciiilties and Related Design Standards date June 7, 2017 Appendix E
2. The contractor or installer shall provide the Owner and the Planning Department and the owner
operational guide which shall include maintenance and service instructions for their onsite wastewater system. 3. Each tank shall be tested for water tightness before backfilling as follows:
a. Each septic tank shall be filled 24 hours before the inspection to allow stabilization of the water level. b. The contractor or installer shall identify with a mark when filling is complete. c. Testing shall be supervised by Planning Office. d. Tanks exhibiting obvious defects or leaks will not be approved until deficiencies are repaired
to the satisfaction of the Planning office 4. Each Distribution box shall have an observation port brought to final grade 5. Each trench or chamber shall have at least one (1) observation port to final grade
6. All septic tank access covers (manholes) shall: a. Have adequate handles. b. Be designed and constructed in such a manner that they cannot pass through the access opening.
c. When closed be child-proof. d. Prevent entrance of surface water, dirt, or other foreign material. e. Seal the odorous gases in the tank.
