Locations: Video Conference between the following locations: Lincoln County Courthouse, Commissioner Boardroom, 925 Sage Avenue 3rd Floor, Kemmerer, WY & Afton Planning & Development Office, Conference Room, 61 East 5th Avenue, Afton, WY I. CALL TO ORDER Karen called the meeting to order at 6:02 p.m. II. INTRODUCTION OF PZC MEMBERS Planning Commission Members: Karen Anderson, Chair Chad Jensen, Vice Chair Kevin Kilroy (Absent) David Oates George Collins Lincoln County Staff: Ken Kuluski, Planning Director Mikayla Hibbert, Planner II Katie Gipson, Planner I III. ADOPTION OF AGENDA Chad motioned to approve the agenda with other items as commission dates added. David seconded the motion. Motion carried 4-0. IV. APPROVAL OF MINUTES David motioned to approve the minutes as drafted. George seconded. Motion carried 4-0. V. DEVELOPMENT REPORT Katie presented the Development Report for approved permits from September 29, 2025, to October 26, 2025. Chad questioned permitting of auxiliary buildings. Ken clarified that no living quarters are allowed. Auxiliary buildings are permitted over 800s.f. only restricted by setbacks and other restrictions. George question building inspections on auxiliary septics. Ken explained, building and septic permits are each their own, we do not inspect auxiliary buildings. Ken explained septics are allowed to be tied into, as long as they meet inspection and State standards. VI. ACTION ITEMS File #603 PZ 25. Land Use Regulations Amendment Septic Testing & Documentation Ken discussed each of the proposed changes. Leak testing of septic tanks at installation, requirement to supply owners with an operation and maintenance manual with every system, adding observation and service points for distribution boxes and leach field chambers, and lastly requiring child safe closures to septic access points on the tank. Chad stated enforcement and violations are a bigger and bigger issue. Ken explained this inspection is covered by the planning office and the cost of failure for this Page 2 of 3 amendment would be incurred by the owner for repairs. Chad motioned the board accept this application as complete and to begin 30-day official notice. George seconded. Motion carried 4-0 File #604 PZ 25 Land Use Regulations Amendment Lane Us Definitions and Table Definitions- Ken presented the proposed amendments with the changes that were discussed in the workshop on 11/18/25. The board did not support the removal of the guest house size limitations, wanted more review and clarification on a few definitions, and the commission found errors on table 7.3 that require redrafting. Considering the errors discovered and the need for more clarification, the Planning Office WITHDREW File # 604 PZ 25 to continue working on the amended changes. The commission accepted the request 4-0. VII. SKETCH PLANS Mikayla presented Sky Ridge Subdivision, a major subdivision in T34N, R119W, Section 35. Comments centered on the length of the road, Cul de sac design, well head protection zone for Thayne, and to require non buildable areas depicted on the plat. Jamie DeCora from Surveyor Scherbel LTD. stated they will review and work on these issues prior to preliminary plat. Chad also questioned the fence statute and how it applies to this application. Karen questioned the lighting and guest home allowance in this subdivision. VIII. OTHER PLANNING MATTERS Preview of proposed meeting dates for Planning and Zoning Commission for February 2026 to January 2027. Katie stated dates do not conflict with any major holidays. Karen and the Commission extended thanks to the County, Staff and Commission members for the combined work this year and gifts. ADJOURNMENT David motioned to adjourn the meeting at 7:45 p.m. Karen seconded the motion. Motion carried 4-0.
