ACTION ITEMS A. 102 CUP 25 Lower Valley Energy 1MW Solar Array (Tabled from the November 5, 2025 BCC Meeting) Lower Valley Energy • A Conditional Use Permit for a one megawatt solar array to be built on seven fenced acres within a 13.03 +/- acre leased property in the Rural Zone. No onsite battery storage is proposed for this project. • Located two miles southeast of the Town of Thayne, Wyoming in T34N, R118W, Sections 31 and 32. B. 814 AP 25 Double L Ranch III Vacation of Open Space and Amended Plat (Tabled from the December 3, 2025 BCC Meeting) FSC 1, LLC and FSC 2, LLC • A proposal to vacate part of West Open Space in Double L Ranch III and incorporate it into existing Lot 41. The amended West Open Space would be reduced from 154.2 +/- acres to 90.5 +/- acres. Existing Lot 41 would be increased from 12.3 +/- acres to 76.0 +/- acres. Lot 41 will be re-numbered as Lot 47 on the Amended Plat. The property is in the Rural Zone. • Located north of the community of Freedom, roughly 5.5 miles northwest of the Town of Star Valley Ranch, Wyoming T36N, R119W, Section 28. C. 408 SS 25 Spring Creek Hills Second Filing Dallas and Laura Tolman Living Trust c/o Andrew Orton • A Simple Subdivision Application to subdivide 8 +/- acres into one lot in the Rural Zone. • Located three miles southwest of the Town of Afton, Wyoming in T31N, R119W, Section 15. D. 401 SS 26 Banks Landing 159 Acres, LLC c/o Scott Mitchell • A Simple Subdivision application to create a 2.40 +/- acre residential lot in the Rural Zone. • Located three miles south of Alpine, Wyoming in T36N, R119W, Section 14 and 15. E. 801 AP 26 J & D Fluckiger Family Subdivision Jack T. Fluckiger and Denna Lee Fluckiger Family Trust c/o Vicky Crager • A request for a Family Exempt Subdivision to create two lots in the Rural Zone. The average lot size is 2.5 acres. • Located six miles northeast of the Town of Afton, Wyoming, in T33N, R118W, Section 15. F. 802 SS 26 Thatcher Estates Third Filing Matthew Onkes, Jack T. Fluckiger and Denna Lee Fluckiger Family Trust c/o Vicky Crager • A request for an amendment to adjust the eastern boundary of Lot 2 of Thatcher Estates. This adjustment will increase existing Lot 2 to 2.5 acres. A new lot number will be assigned. • Located six miles northeast of the Town of Afton, Wyoming, in T33N, R118W, Section 15. G. 106 CUP 25 Last Resort Last Resort Holdings LLC • A Conditional Use Permit for a restaurant with liquor service, retail and a detached motel complex with five (5) units. Structures will include a small retail store, restaurant, and detached motel on a combined total 2.56 +/- acres in the Mixed Zone. • Located one mile south of the Town of Alpine, Wyoming in T37N R118W Section 31.
