ACTION ITEMS A. 102 CUP 25 Lower Valley Energy 1MW Solar Array (Tabled from the February 4, 2026 BCC Meeting) Lower Valley Energy • A Conditional Use Permit for a one megawatt solar array to be built on seven fenced acres within a 13.03 +/- acre leased property in the Rural Zone. No onsite battery storage is proposed for this project. • Located two miles southeast of the Town of Thayne, Wyoming in T34N, R118W, Sections 31 and 32. B. 814 AP 25 Double L Ranch III Vacation of Open Space and Amended Plat (Tabled from the February 4, 2026 BCC Meeting) FSC 1, LLC and FSC 2, LLC • A proposal to vacate part of West Open Space in Double L Ranch III and incorporate it into existing Lot 41. The amended West Open Space would be reduced from 154.2 +/- acres to 90.5 +/- acres. Existing Lot 41 would be increased from 12.3 +/- acres to 76.0 +/- acres. Lot 41 will be re-numbered as Lot 47 on the Amended Plat. The property is in the Rural Zone. • Located north of the community of Freedom, roughly 5.5 miles northwest of the Town of Star Valley Ranch, Wyoming T36N, R119W, Section 28. C. 301 VA 26 The Dog House Variance Helen Kay dba IWISH LLC • A Variance Request application to continue to operate a pet boarding and grooming home-based business. • Located 5.5 miles south of Town of Alpine, Wyoming in T36N, R119W, Section 26. D. 107 CUP 25 Etna North Austin Development • A request to modify the existing 81 +/- acre Master Plan file # 102 PZ 19, which was approved previously for a Recreational Vehicle Park (50 Spaces) and thirty-one (31) lots (mixture of multi-family, single family and commercial). • Located 2.75 miles northwest of the Town of Star Valley Ranch, Wyoming in T35N, R119W, Section 2. E. 803 AP 26 Simpson Landing Amended Aspen Valley Springs, LLC and Brant & Stephanie Heap • An Amended Subdivision Plat Application to move a lot line of Lot 2 of Simpson Landing. This adjustment will decrease Lot 2 (now Lot 3) from 5.55 acres to 4.26 acres and increase the unplatted parcel to the north, designated as Tract A, from 35 acres to 36.29 acres. • Located 0.5 miles north of Thayne, Wyoming, in T34N, R119W, Section 11.
