Locations: Video Conference between the following locations: Lincoln County Courthouse, Commissioner Boardroom, 925 Sage Avenue 3rd Floor, Kemmerer, WY & Afton Planning & Development Office, Conference Room, 61 East 5th Avenue, Afton, WY I. CALL TO ORDER Chad Jensen called the meeting to order at 6:02 p.m. II. INTRODUCTION OF PZC MEMBERS Planning Commission Members: Karen Anderson, Chair (absent) Chad Jensen, Vice Chair Kevin Kilroy David Oates (absent) George Collins Lincoln County Staff: Austin Dunlap, Attorney Ken Kuluski, Planning Director Sydney Jasperson, Secretary III. ADOPTION OF AGENDA Kevin motioned to approve the agenda, George seconded. Motion carried 3-0 IV. APPROVAL OF MINUTES Kevin motioned to approve minutes with corrections, George seconded. Motion carried 3-0 V. DEVELOPMENT REPORT Ken presented the Development Report for the approved permits from December 30th 2025 to January 25th, 2026. Two residential use permits issued in conjunction with septic permits that will be executed after April. Chad questioned how Planning and Zoning differentiated between a tiny house and a regular sized house, Ken responded that there is none. VI. SKETCH PLANS A. Minor Subdivision, Suncrest View Subdivision, within T34N, R118W, Section 9 Ken presented that it had been redesigned due to disputes with neighbors. Then the conversation was turned over to Tony and Laura Keane. Reduced from 5 lots to 4 lots, road stops ½ way so they don’t have to worry about the grading. Chad had a question about a second road, Keane’s responded it was an old, abandoned bit of gravel from an old driveway. Chad had questions about the grade of the current roads grade, Ken explained it was under 10% grade. Discussion about ‘daylight from edge of term’ and road grades with Chad, Ken and Marlowe. VII. ACTION ITEMS 107 CUP 25 Etna North Ken presented the request to modify Master Plan previously named 102 PZ 19. The RV Park and 31 mixed-use family residences. The new plan will change the layout and reduce the density from 31 lots to 29 lots. Allowing for a large spectrum of residential and commercial uses, removing the restrictions. They will provide an updated phasing schedule, Phase 1-13 going through 2050 with one to two lots per year. Geroge clarified that this project was highly debated in earlier revisions. Discussion between Chad and Marlowe about the exact use of the property. Mainly the lots will not have predetermined use and will allow whatever is approved within a mixed zone. Each lot should be about 2 acres. Chad suggested that there be designated commercial use and residential use so that there is little noise pollution. Bill Neeb spoke explaining that he understanded the concerns and that the lots will be a framework for attainable housing in the valley, referencing The Shire. Further discussion about where commercial and residential should be placed. Kevin motioned to approve, George seconded. Motion passed 3-0 601 RZ 26 Etna South Ken presented a 30-day notice. The owners will ask for a rezone to accommodate commercial use. Chad commented that when the project returns, he would like more clarification on what they are approving. Kevin motioned to approve the 30-day notice, George seconded. Motion passed 3-0 VIII. OTHER PLANNING MATTERS None at this time. ADJOURNEMENT George motioned to adjourn the meeting at 7:04 p.m. Kevin Seconded.
