The proposed subdivision is consistent with the goals and objectives of the Lincoln County Comprehensive Plan. B. AGENCY CORRESPONDENCE: Lincoln County Weed & Pest Control District: At the time of inspection there were no noxious weeds present on this property. Star Valley Conservation District: Due to a large variation between water levels in this section, SVCD recommends soil cuts to determine groundwater levels. If ground water is high, we recommend an enhanced septic system. We recommend that soil cuts be taken in the spring/early summer when groundwater is highest. JR & Lyndi Nield 3366 Bitter Creek Co Rd 140 Afton, WY 83110 307-887-1118 Reference to File# 402 SS 26 March 30, 2026 To Whom it May Concern, We were not notified by the county regarding the simple subdivision application submitted by J & I Ranches, LLC, as we are not adjacent landowners. However, we became aware of the situation incidentally when my sister’s coworker mentioned they had viewed the lots being offered for sale. We found it concerning that these lots were being marketed prior to receiving official approval. As current homeowners on Wrangler Road, we have concerns regarding the proposed subdivision, particularly as the road runs directly through our property. Our primary concern is whether the proposed subdivision has legal access from Wrangler Road. We understand there is a 60-foot access easement associated with Ken and Corrie Brough’s property. It is our understanding that this information was previously shared with the Haydon’s by another party, leading to their assumption that access extended to their property as well. However, to our knowledge, neither J & I Ranches, LLC, Irby and Jolea Haydon, nor Ken and Corrie Brough have been able to locate signed legal documentation confirming that access rights were granted to the Haydon property. If we understand correctly, such access should have been referenced, at minimum, in the mortgage release documentation; however, it was not. We respectfully request confirmation that proper, signed legal documentation exists establishing access to the property from Wrangler Road, rather than via Jay Bob, which is the current access point. If it is determined that legal access does exist, our next concern relates to road maintenance. Wrangler Road was only designated as an official road within the past two to three years; prior to that, it was access to a couple of homes and then the bottom portion is a field road going to Brough’s lower property.
