ACTION ITEMS A. 102 CUP 25 Lower Valley Energy 1MW Solar Array (Tabled from the March 4, 2026 BCC Meeting) Lower Valley Energy • A Conditional Use Permit for a one megawatt solar array to be built on seven fenced acres within a 13.03 +/- acre leased property in the Rural Zone. No onsite battery storage is proposed for this project. • Located two miles southeast of the Town of Thayne, Wyoming in T34N, R118W, Sections 31 and 32. B. 605 PZ 25 Comprehensive Plan Update Appendix 6.A. Transportation Master Plan Lincoln County Planning and Development • A Proposed Plan Amendment to the Lincoln County Comprehensive Plan to replace Appendix 6.A. Transportation Plan and adopt the Lincoln County Transportation Master Plan Dated July 2025. • All unincorporated area within Lincoln County. C. 809 AP 26 Salt River Heights Subdivision Fifth Filing Nathan Shane Minor Trust c/o Nathan Minor • A request for an amendment to adjust the eastern boundary line of Lot 6 of Salt River Heights. This adjustment will increase existing Lot 6 from 0.84 acres to 1.24 acres. A new lot number will be assigned. • Located 2.7 miles southeast of the Town of Thayne, Wyoming, in T33N, R119W, Sections 1 and 6. D. 810 AP 26 Wild Rose Estates Amended Chad and Kim Jensen, Clay Salzman and Ingeborg Vriend • A request for an amendment to adjust the eastern boundary line of Lot 1 of Wild Rose Estates further east to the center of the Right of Way of Bowles Lane Extension County Road 174. This adjustment will increase Lot 1 from 16.56 acres to 18.95 acres. A new lot number will be assigned. • Located 2.3 miles southeast of the Town of Afton, Wyoming, in T31N, R118W, Section 19. E. 112 CUP 26 Miles Master Plan Garrett & Amy Miles and 95329 US 89 Revocable Trust • A Conditional Use Permit Master Plan to allow a commercial recording studio, guest cabins, and replacement of a non-conforming building on two adjacent parcels totaling 17 +/- acres in the Rural Zone. • Located 3.5 miles south of Thayne, Wyoming in T33N, R119W, Section 12. F. 701 MA 26 Etna Village Post Townhomes Phased Major Subdivision Master Plan Matthew Burtness • A Major Subdivision PUD proposal to subdivide 2.04 +/- acres into 12 residential townhomes with an average density of 5.88 +/- per acre in the Mixed Zone. • Located 2.65 miles northwest of the Town of Star Valley Ranch, Wyoming in T35N, R119W, Section 10. G. 709 MA 26 Etna Village Post Townhomes Subdivision Phase I Mathew Burtness • Etna Village Post Townhomes Phase I Plat Application for 4 residential dwelling units (Townhomes) to be constructed to International Residential Code (IRC), Townhouses as approved in File # 101 CUP 23 (apartments) and 510 ZD 25 (permit to construct). The project has an approved Underground Injection Control (UIC) permit for the septic system through the Wyoming Department of Environmental Quality (DEQ) which requires that the applicant submit the results of the monitoring and inspection to DEQ monthly for the leach fields and annually for water quality and septic tanks.
