LINCOLN COUNTY
PLANNING AND ZONING COMMISSION MEETING MINUTES
Wednesday, August 19th, 2026 6:00 P.M.
Locations: Video Conference between the following locations:
Lincoln County Courthouse, Commissioner Commission room, 925 Sage Avenue 3rd Floor,
Kemmerer, WY & Afton Planning & Development Office, Conference Room, 61 East 5th Avenue,
Afton, WY
I. CALL TO ORDER
Chad Jensen called the meeting to order at 6:03 p.m.
II. INTRODUCTION OF PZC MEMBERS

III. ADOPTION OF AGENDA
David motioned to accept the agenda, Hunter seconded. Motion passed 3-0.
V. APPROVAL OF MINUTES
Chad had a few corrections then motioned to accept the minutes with the minor corrections.
Hunter seconded, David abstained. Motion passed 2-0, 1 abstention.
VI. DEVELOPMENT REPORT
Ken presented the development report for approved permits from June 29th, 2026 to July
26th, 2026. There were 12 North Lincoln County Permits, no South Lincoln County Permits, and
ten Small Wastewater Permits. Five Zoning and Development Permit. Chad had questions about
a permit, Ken explained it was an addition not a small dwelling.
VII. ACTION ITEMS
A. 110 CUP 26 Custom Cabinets a. A Conditional Use Permit application to remedy an unpermitted cabinet shop in
an existing building (36x52), accessing off Lariat Drive. The shop is situated on
2.24 +/- acres in the Rural Zone.

b. Located 3.5 miles northwest of Star Valley Ranch, Wyoming, in T36N, R119W Section 26.
Tabled until September 23rd 2026
Dave motioned to approve the table, Hunter seconded. Motion passed 3-0.
B. 203 MS 26 Crosland Subdivision 2nd filing
a. A Minor Subdivision proposal to subdivide 15.40 +/- acres into three (3) residential lots with an average lot size of 5.13 acres +/- in the Rural Zone. b. Located .2 miles north of the City of Kemmerer, Wyoming in T21N, R116W, Section 1. Discussion about hills and access between the Commission and Ken. Chad had a
question about the development agreement, asking if Ausin looked over every agreement. Austin responded that he did not but could if asked. Ken and Austin provided background information about the creation of development agreements and how they are applied. There was no public comment, Chad motioned to send a letter of recommendation of approval to the Board of County Commissioners for file # 203 MS 26 Crosland Second
Filing a Minor Subdivision Preliminary Plat with Findings of Approval A thru C, Conditions of Approval 1 thru 4 and a recommendation for the Board of County Commissioners to sign the Development Agreement. Dave seconded. C. 604 PZ 25 Land Use Regulations Amendment Land Use Definitions and Table
a. A Proposed Amendment to the Lincoln County Land Use Regulations to modify Land Use Definitions, Subcategories and Table in Chapter 7.1, 7.2, and 7.3 which will address modern requests for land usage and promote a better understanding of the planning process. Proposal A. Modify language and definitions in Chapter 7.1 Land Use Definitions. Proposal B. Modify Land Use and Small Business
Subcategories. Proposal C. Modify Land Use Table 7.3. b. All unincorporated areas within Lincoln County. Ken stated that the current document shows the most recent changes. He stated that this is a request to approve 30-day notice. There have been two workshops, so any additional changes will be in public hearing. The next public change for Chapter 7 Land
Use Regulation changes will be October 21st, 2026, at 6:00P.M. Chad called for discussion and David had some comments about acreage that were resolved with discussion. Dave motioned to approve a 30-day notice, Hunter seconded. Motion passed 3-0.
VIII. SKETCH PLANS
D. Minor Subdivision, Bitter Creek Ranches Seventh Filing & East Bitter Creek Ranches Second, within T32N, R119W, Section 34. Ken presented the sketch plan that included Bitter Creek Ranches and Eastern Bitter Creek
Ranches. The plan includes splitting the lot back to their former plats. The lot is currently 20 acres; it will be divided into two 10-acre parcels each to meet the land use regulations. Mikayla Tingey from Surveyor Scherbels office spoke about the project, beginning with
answering questions about the map from Chad. Mikayla stated that it is Surveyor Scherbels intent to file two plats for future clarity in the Planning Office. There was discussion between The Commission and Mikayla about the parcels and the map. Mikayla cleared up the confusion, stating that the parcels are connected and will not be in the future.

IX. OTHER PLANNING MATTERS
A. Planning Director Update
Ken notified The Commission that starting October 3rd, 2026 there will be public meetings held to
discuss the public’s wants and needs for the Land Use Regulation Overlays (Chapter 1). Each overlay will
have their own meeting, but the initial meetings will be October 3rd, 2026 at 10 A.M. to 12 P.M. in the
Star Valley (Etna) Community Center Conference Room for the North Lincoln County. Then October
10th, 2026 at 10 A.M. to 12 P.M. at the Kemmerer Library for South Lincoln County. More meetings will
follow.

Hunter motioned to adjourn the meeting, at 6:33 David Seconded. Motion passed 3-0.
