PROJECT BACKGROUND
Per W.S. 18-5-201. Authority vested in board of county commissioners To promote the public health,
safety, morals and general welfare of the county, each board of county commissioners may regulate and
restrict the location and use of buildings and structures and the use, condition of use or occupancy of lands for residence, recreation, agriculture, industry, commerce, public use and other purposes in the unincorporated area of the county.
1. May of 2024 Planning Office Staff notified Mr. Christensen of the requirement to permit dwellings and buildings in.

2. November 2024, Adam notified the Planning Office that he was attempting to clear the property and to come into compliance. (“my goal is to clear up my property by removing the RV’s currently taking up space and I want to ensure I’m handling this in full compliance of county regulations.”)
3. June of 2025 Planning Director conducted a site inspection; Adam had reduced the fire hazards and
most of the RV’s and abandoned vehicles but had not obtained a permit. He did submit an incomplete site plan. 4. May of 2026 Adam communicated in that he constructed a pole barn to replace a previous structure,
and he stated that the bus is self-contained. He asked for clarification on specific improvements and legal basis for violations and fines. DETERMINATION OF VIOLATIONS
Per Wyoming Statute W.S. 18-5-204 violation of W.S. 18-5-202 (c); Continuing Violation
No person shall locate, erect, construct, reconstruct, enlarge, change, maintain or use any building or use any land in violations of resolution or amendment adopted by and Board of County Commissioners. Each day's continuation of such violation is a separate offense.
1. Owners violated Lincoln County Land Use Regulations chapter 7.3 by failing to obtain a Residential
Use permit for the accessory building (pole barn).
FINE RECOMMENDATION
Per Wyoming Statue WS 18-5-206. Penalty for violations of W.S. 18-5-201 through 18-5-204. Whoever violates any provision of W.S. 18-5-201 through 18-5-204 shall be fined not more than seven
hundred fifty dollars ($750.00) for each offense. Each day's continuation of such violation is a separate
offense. 1. Each violation will be assessed at the rate of $750 per violation per year (rounding up). Violations began in 2024 and should conclude in 2027 for a total of three (3) years.
Total fine amount: $2,250 to be paid to Planning Office in full by January 29th, 2027. REMEDY RECOMMENDATION 1. The owner shall submit a complete Residential Building Accessory Permit application ($150) to
Lincoln County Planning & Development office by January 29th, 2027. 2. If violation continues beyond the deadline established the matter will be referred to the County Attorney office according to Wyoming statute for continued enforcement.

Hi Adam,
We will be having a meeting with the Board of County Commissioners on October 7, 2026 @ 10 am in
Kemmerer or you may go to the Afton EOC on Jefferson to be on a zoom call, to discuss the fine and
remedies to get this situation closed out. I mailed you a notice of hearing already but wanted to let you
know on here. I will be asking for a fine determination as well as remedy steps.

Greetings Ken,
Thank you for your email and for sending over the application documents.
I would like to clarify several points regarding the property. The residential cabin, septic system, and
utility connections were already established on the property prior to my purchase approximately 10
years ago. To my knowledge, those improvements were existing and operational before I became the
owner of the property.
The only structure I personally constructed was the pole barn, which replaced a shed structure that
had previously collapsed due to heavy winter snow load.
Additionally, the bus located on the property is a fully converted motorhome/RV and is not being used
as a permanent residence or living quarters. At this time, it does not require utility, water, sewer, or
electrical hookups, and there are no foreseeable plans to establish permanent utility connections for it.
Because of this, I would appreciate additional clarification regarding which specific structures or
improvements Lincoln County believes require new permitting, as well as the legal basis for the cited
violations and associated fines.
Could you also please provide an itemized breakdown of:
All permit fees being requested
The specific violations being cited
The calculation or basis for the $1,500 fine amount
I also want to make you aware that I underwent a total knee replacement surgery on May 20, 2026,
and I am currently awaiting an additional spine surgery once I am medically cleared. Due to these
medical limitations, my ability to travel or perform physical work on the property will be significantly
restricted for the foreseeable future.
I am willing to continue working cooperatively toward resolving the matter and would appreciate any
documentation or guidance the County can provide so I can better understand the requirements
moving forward.

application fees and $1500 for violations ( 2 years). I would like to get this completed within the next

I realize there are some personal injuries and setbacks to the property that occurred this
summer. I would like an updated plan on when the property will be cleaned and ready for
inspection? This will be required by July 1, 2026.
There is a question on how many living quarters buildings will be allowed this upcoming year.
Currently, I understand the house will remain and hook ups for electric, water and sewer will be
needed for the Bus each summer?
Please advise on the final timeline and when I can discuss the fines that are required to be paid
for this property.
