NORTH ALPINE IMPROVEMENT AND SERVICE DISTRICT NO. 1
~ ~SOLUTION PROVIDING FOR SPECIAL ASSESS~'E'NT::- '~.
The Board of Directors ("the Board") of the North Alpine Improvement and
Service District No. 1 ("the District"), Pursuant to W.S. 18-12-116, adopted a Resolution
of Intent to Provide for Special Assessment dated April 30, 2003. Pursuant to W.S. 18-
12-117, the Lincoln County Clerk caused a Notice of Resolution of Intent to Provide for
Special Assessment dated May 5, 2003, to be published in the Star Valley
Independent, a newspaper of general circulation in Lincoln County, Wyoming, on May
8, 2003. !n accordance with that notice, on May 23, 2003, at 7 p.m. in the Alpine Civic
Center in Alpine, Wyoming, the Board conducted a hearing under the Wyoming
Administrative Procedure Act, W.S. 16-3-101 et seq.
The Board finds that at said hearing there were not objections to the
improvements made by owners or agents representing property subject to 30% or more
of the projected dollar assessments to finance the improvements.
Therefore, upon motion duly made and seconded, it was. unanimously resolved
by the Board as follows:
The Board shall order improvements to the District's water system to be
paid for by special assessment pursuant to W.S. 18-12-116 through. 118.
The nature of the improvements proposed is to replace and improve the
existing water system by installation of a 120,000 gallon storage tank,
installation of a new well, new transmission lines, new 8-inch distribution
lines and fire hydrants., and related improvements and storage systems to
insure the delivery of safe and adequate water supply to all properties
within the District.
The extent of the District to be improved includes all current users of the
District's water system and all other lots in the Rees Subdivision, and will
benefit all properties within the District.
The estimated cost for the project is $818,000.00, ' payable 1/2 by grants
and 1/2 by a IOw interest loan (about 2.5%) over a term of 20 years.
Based on an estimated 60 connections, the probable cost per water
connection is approximately $438.00 per year for 20 years. The
assessment will begin in 2003.
The Board shall proceed with all necessary action to have the special
assessment completed through the Lincoln County Clerk and Lincoln
County Assessor pursuant to W.S. 18-12-118, including without limitation
the following.
Assisting the County Assessor in generating an assessment roll.
Providing the County Clerk with a fully executed copy of this
resolution for recording in the office of the County Clerk.
Assisting the County Clerk with the notice of this special
assessment that must be provided to each owner of property to be
assessed.
Taking any and all other action necessary to implement this special
assessment and provide the improvements for which it is hereby
adopted.
