COMES NOW, Lincoln County, Wyoming, a political subdivision of the State of
Wyoming, by and through the Board of Lincoln County Commissioners, whose address
is 925 Sage Avenue, Kemmerer, Wyoming 83101, and by its Chair, Alan Linford, who,
being duly sworn on oath according to law, does hereby make the following statement of
facts and affirms:

That Lincoln County is the owner of those tracts of record in the Office of the Clerk
of Lincoln County in Book 26 of Deeds on page 420, in Book 27 of Deeds on page 34
and in Book 21 of Photostatic Records on page 36 as depicted on the plat titled,
"FINAL PLAT SOUTH AFTON THIRD ADDITION TO THE TOWN OF AFTON
WITHIN LOT 3 OF THE SOUTH AFTON SECOND ADDITION AND THE
SOUTH AFTON - HASTINGS ANNEXATION TO THE TOWN OF AFTON AND
WITHIN THE NW~ANW~A SECTION 31 T32N Rll8W NE~ANE~A SECTION 36
T32N Rl l9W LINCON COUNTY, WYOMING", two (2) sheets, dated 10
November 2003, as revised.
That the Board has reviewed said plat.
That the Board has read and understands the provisions of the Certificate of Owners
thereon and the implications thereof.
That this affidavit is signed in the stead of and has the same effect as if the original
mylar of said Addition had been signed.
That the Board, by resolution at a scheduled meeting on March 15, 2005, at the
Lincoln County Courthouse, Kemmerer, Wyoming, authorized the Chair, Alan
Linford, to execute this affidavit.
